You should be able to obtain this for the kind of money you're talking. The T-760 is an all-digital rig featuring 10 presets (5 FM; 5 AM), electronic tuning (no big knob), 300/75 Ohm antenna inputs, auto local/dx switching (good if you live in the city), and a unique recording reference tone you can use to set your record levels prior to a little off-the-air taping. The only problem I've had with the unit is that the tuning servo is slightly under-damped, so it tends to hunt back and forth on very weak stations. I have also had trouble with JVC equipment. Bought a tape deck from them; right channel croaked after about 2 hrs. use. I took it back, and the replacement they gave me made squeaky noises from the transport mechanism. Took that one back, and wound up with a Harmon-Kardon rig, a much better choice. Since you live in the NYC area, you'd probably want a good tuner. As for me, I'd just as soon have a transistor radio with a 2" speaker. Radio in the Chicago area is *STINKO* -- unless you like talk,talk,talk--- That's how the city got its name: the WINDY city.
