WRT hou2b!sims' announcement of policy for Bell companies (NJ Bell,
at least) that they will check a line for problems and charge you only
if it does *not* have a problem:

Point conceded.  My father was wrong (fortunately).  It's rather reassur-
ing that they will do so, I suppose.
