I knew a professional photographer who dealt with a tailgater
one dark night by firing a (large) electronic flash unit out
his side window, pointing backwards.  Another friend has a little
sports car with a pair of halogen fog lights mounted on the
back!  He calls them his "running lights."  He got the car through
inspection by pointing out that there were no regulations (in New York
about ten years ago) limiting the brightness of one's back-up lights...
