This paragraph describes the *current* situation in many parts of the U.S.
I believe that prostitutes are entitled to the same police protection as
other workers, but so long as prostitution is illegal, they are not likely to
get it.  Thus the quoted paragraph, while part of an argument *against*
legalized prostitution, actually argues in favor of it.
