Institutionalizing prostitution does only a little to make some prostututes safer. The dangers that threaten them can happen very fast (in the case of psychotics) and slowly but surely (in the case of communicable diseases). I am under the impression that prostitutes naturally form relationships with people who act like pimps. Pimps rely partly on force, and benefit partly from a common tendency among prostitutes to accept this kind of defective man/woman relationship. I doubt that state control would much alter this situation, but I'm open to hypotheses. There are other ways for the a state to make prostitutes safer, particularly by assistng them in obtaining better education and job opportunities.
