How much influence does any foreign policy really have? How does one
find out? Suppose i want to test my theory "it doesn't matter what
you do, the cycle just goes around and around" so that I could come to
the conclusion that unless one is going to do something rather drastic
(nationalise all the industries, adopt a policy of laissez-faire
capitalism) it doesn't matter what you do, so economic issues should not
figure in an election platform at all.

Okay -- NOW how do I test the darn thing?
