Dale I think you hit the nail on the head. It clearly is the choice
of the people involved but when every one suffers then that person
involved is not thinking of anyone but himself. My wife was a
occasional seat belt user but after joining the life squad she is
a ful-time seat belt user now. She has seen many minor accidents cause
major injuries because seat belts were not used.
This is a could have been prevented cost to the tax payer and 
definitely increases our insurance cost.
I am not for another law but maybe just void the insurance of
the person injured in a accindent because they were not using their
seat belt or helmet.
