Clerics are pretty easy to spot, so the militia knows as they drag you in that they are risking Command and Sanctuary spells, etc. Psionics they might worry about; it's a rare power with a hefty caveat attached (psionic randoms). But the guards will certainly act to render the cleric incapable of casting spells by tying him/her up, gagging the person, etc. Even in the two-bit town that the subject cleric found herself in, the militia is relatively competent.
