The key is the legal definition of "broadcasting", which does not have the same meaning as "transmission". For example, it is illegal to listen to point-to-point telephone microwave transmissions (it is considered to be wiretapping), and in the last couple of years prohibitions for NON-point-to-point operations such as MDS and STV (scrambled) services have been enacted. --Lauren--
