Moses goes up to the mountain to commune with the Lord, and when he comes back down he announces that he has some good news and some bad news about their predicament. "The good news is that the Lord has authorized me to take my staff and go like this (makes sweeping gesture), and the waters of the Red Sea will part, and we can go across on the dry bottom, and when we get to the other side I will take my staff and go like that (makes sweeping gesture in opposite direction) and the waters of the Red Sea will clash back together, drowning the hosts of the Pharoah who are close behind us, and we will be safe in the Promised Land." Jubilation ensues; finally somebody thinks to ask what the bad news could possibly be. "The bad news," Moses replied, "is that we're going to have to file an Environmental Impact Statement..."
