I read it in an "Origin of Words and Phrases" book. Someone in England decides to hold a contest to find the shaggiest dog in the world. Well, to make a long story short (and I have always understood that any shaggy dog story should be long), the competition is pretty hairy, but it is believed that the shaggiest dog of all is owned by someone in Australia. The owner is bringing the dog to England by boat (the joke supposedly originated around the turn of the century) and all England readies itself, expecting to bestow great honors upon this champion of champions. (Again abbreviating the story -- if you ever tell the joke, expand this part) The boat lands, the owner steps proudly down the gangplank with his dog, the judge takes one look at him, and says, "He's not that shaggy."
