I've gotten my old 64 to look half way decent by putting
a 200 ohm resistor between the video and luninense pins
on the DIN connector.  I improved it even furthur by
using a monitor.  The old 64's had a completely different 
video modulator, and you can't do much with it.  You
might try CAREFULLY tweeking the inductors with a non-
metalic tuning tool to minimize the herringbone pattern.
If you do this, be sure you are listening to the sound,
to minimize the background hum too.
