Two comments:
1) I have used the XMODEM in the Simtel libary and it works finewith one proviso: To make it work at 4800  or 9600 baud, we
had to give the command which increases the typeahead buffer
size on the VAX (something like "ALTBUF", I think).
For it to take effect, we then had to log off and back on.
There may be a better way to do it permanently,
but I think it requires system-administrator privileges.

2) There is an XMODEM written in C available from DECUS.
I have not used in myself, but the people at the University
of Rochester's Production Automation Project say it
works well.
