I'd like to suggest the following if you're a netnews administrator and find
that you need to create a newsgroup on your system.  Instead of posting a
newgroup message which travels all over the net, post it to something like
local.msg.ctl, which keeps it within your own sphere of influence.  Whenever
I need to create a newsgroup which seems to be missing from my systems, I do
something similar to: 

  inews -t newgroup net.jisatsu -n local.msg.ctl </dev/null

Since my sys files don't forward local.* outside of mhux[adhijlmrtv] and
alux[epz], the redundant newgroup (to most other sites) doesn't get out.  I
think a mechanism like this would help prevent the fiasco caused by the
cygnet site this weekend.  Those invalid groups would have been created only
on cygnet and Adam wouldn't have had to post those rmgroup messages.
