I would suggest a simpler way, first create the appropiate directory with
the correct permissions.  The correct permissions are easy to determine,
just examine an already active directory.  Then edit the active file and
add the new name with a sequence number of 00000, as along as inews is
quiet, there is no danger as far as I can see, and there is definately
no danger of the addition being propagated across the net.  Personally
I keep a watch on the group "junk" to make sure we are not missing an 
active group and use the above procedure if I find one.
