My thoughts on it are Rulers should not be elected or chosen on potential or blind (or somewhat blind) trust. A person should attain these positions based on demonstated performance to assess difficult problems, consider alternatives, seek counsel, evaluation skills, and (sometimes, most important) execution & and follow-through.
