Eric Frank Russell wrote it, as well as a small number of other novels and some
very good short stories. 

The castle was on Venus, and humans had paranormal powers from exposure to
cosmic rays or some such space phenomena.  This book is a classic space opera,
one of my favorites.  I have the ACE Double that it appears in.   ACE re-issued
it about 5 years ago.
