Say for example there are MOTOS at the place that you work, but you don't work with them, so you never have a chance to meet them. What do you do? The chances of seeing the person alone and willing to meet someone are small. In this situation I find myself just observing that person but always afraid to try something for fear of it being the wrong time. How do you know when it is the right time? Before you know it, you never have a chance again. Most people make it so so simple. You can't just walk up to the person out of the blue and say "Hello, I like you. Will you go out with me?" The person will think you are a jerk unless of course you are great-looking, but then you wouldn't have this problem. I guess what I'm lookin for are good "icebreakers" and when is or isn't a good time to use them. But keep in mind, this is a person you don't know at all but would like to. Plus, it is a person at work or school; NOT at a bar where after one time you might never see them again.
