Federal Excise Taxes are not. These include gas, telephone, liquor, etc. State excise taxes are usually not, either, although there is a loophole there as I recall, but one that is unlikely to be used. (Something about tying it in with sales tax.) Any unitemized taxes are not (these are usually excise taxes), such as the utility taxes here in NJ. All others are, though.
