	Morality aside, private-sector gambling is illegal for the same reasons
that private moonshining and prostitution are illegal:

	1) the government doesn't get a cut
		and
	2) the government can't put quality controls on it

	The government DOES get a cut from the (legit.) liquor and gambling
industries. As for prostitution, well, that's where morality *isn't* aside.
