National Telephone allows calls to Canada.  They connect to anywhere
that has a 3 digit area code.

Last Christmas MCI provided free three minute phone calls at a
nearby shopping center.  At that time they said they cover the U.S.,
some cities in Canada and England.  They even gave one person a free
call to England.
