The choice should be left to the merchant and the consumer. If a merchant wishes to pass his savings on to cash customers or ask for payment for extra costs of doing business that is his right and any legislation forbidding it is restraint of trade. When I use my VISA card the cost of that convenience should be completely bundled into that purchase and the annual fee, subsidy from other sales or other customers should not be required.
