I had to basically bother them for weeks at the local office (a central bureau in Albany, NY) until they gave me one. My advantage was that at the time I told them that I was a full-time union member, which at the time I was. I said nothing about being a student. Before that, they had refused me because of income (more casual, less reliable) , and lack of credit history.
