I have heard that one can't get a photocopy of a birth certificate without 
proper identification.

Not so either here or in the UK.  We recently got a copy of my daughter's
birth certificate by mail, using just the name, birth date and hospital.
She, in turn, is apparently able to get mine in UK by writing to the
appropriate record office.
