This statement is very inaccurate. A woman made a complaint of rape against two men. She then refused to testisfy stating that threats had been made against her. She was then jailed for contempt of court (quite rightly in my opinion, the case was discussed on the net (legal and women among other places) a while back). Tim we have this quaint custom in Ontario of considering someone innocent until proven guilty. A rapist may or may not have gotten off scott free but as there was no trial it is difficult for someone like me who was not a witness to know.
