	To solve the problem of referenced articles having expired
before the response arrives, making it impossible to find the 
parent, you have to change the behavior of the expiration algorithm.

	Currently news' unit of expiration is a single article.
A more correct unit would be entire discussions.  A discussion
is kept in its entirety until interest wanes; it is then archived/deleted.

	Notesfiles has always used discussions or note-strings as
the basic unit for expiration.  Perhaps with B-news 2.11, the
expire program will be rewritten to work on discussions instead
of single articles.
