Julia Grant, First Lady of the sodden Grant administration, used
to complain to her diary about that "horrid old Constitution" that
kept getting in the way of "dear Ulys"'s plans.

I fear that horrid old Constitution :-) will once again rear its head and
prevent mandatory administration of birth control to teenagers.
