	Let's not stop with the kiddies. Extend it to all those on
welfare, those in mental institutions, convicted child abusers,
etc., etc.

	And don't stop with mandatory birth control.  Make it illegal to 
have more than X number of children without government permission. That'll
take care of over-population.
