Read some of Larry Niven's Known Space stories - These ideas have actually
become law in his version of our future universe!  The Government in his
future determines if you may or may not have children determined by your
Intelligence, Genetic Background, Health of Ancestors, etc.  

It is a frightening and all to possible an occurence!  If we can't deal
with over population and can not educate the worlds teen population then
this may come to pass sooner than one might think - Look at China and how
they deal with over population now...
