If you want teenagers to use contraception unless they strongly object,
why don't you just make sure that voluntary contraceptives are easily
available.  While many areas allow teenagers to get contraceptives without
excessive effort, other areas are requiring parental notification.  It is
more likely the parents that you are going to hear objections from on this
proposal not the teenagers themselves (other than not wanting to be forced
to do anything).
