Do any of you use, or hear used, "deteriorate" as an ACTIVE verb in this way?

Does the "emergence" pertain to "government feelings" also [:-)] or
merely to "unions". [Ed. note: not to mention structs...]

I don't like the term "government feelings".  Is this author talking about
the fixed (bureaucratic) response to social problems, as opposed to the
political response that is election-driven?

Too many bits wasted already in nit-picking....
