What do you mean "they work the normal way?"  I was ninth level with
2000 experience on the 18th level of the dungeon (maybe only 16th before
I gave up on the cold staff) and they NEVER worked.  I used them about 10
times!

And, by the way,  rogue 5.3 DEFINITELY has Medusas; I met one (and that
was the last thing I met) on the 18th level.

Help with cold and lightning staves!!!  Anyone know really how to use them??
