There is a bug in place as defined in the manual page.
If you cannot "place" to below sea level, then there are a number
of locations inaccessible to it, including parts of Death Valley,
the inside of Cheyenne Mountain, and so on.

Place should be modified to allow the superuser to force the
location to below sea level, just as the superuser can force it
to locate on another planet.  (How do you specify the latter?)
