The went around to shopkeepers, and said that if they (the shopkeepers) paid them (the Gang) the so-called 'protection' money, they would beat them up. This didn't work too well, so the tried 'The Other Operation'. This time, they told the shopkeepers if they didn't pay they wouldn't get beaten up. Finally, they hit on 'The Other Other Operation.'
