Many people (still) use "postnews/readnews" which is an interface much more similar to EIES (if you ever used that). Notes were modeled after the PLATO notes file system (which, I believe, you are familiar with). (b) Just as on PLATO networked notes, the distributed environment makes it difficult to maintain correct note numbers. This is due to the relative autonomy of the receiving sites. I can delete a note on my site, and that deletion will not show up on your site. Also, due to compressing a notesfile, the note number may change over the life-time of the note. In general, it is best to refer to notes with a title and (if possible) by a date, although a title suffices.
