It seems a couple of batches of mouse cards were shipped with the interrupt jumper on "5" rather than "2". If you have an XT, just move the jumper (between the 40-pin chip and the edge connector) from "5" to "2" and the problem vanishes. The jumper controls the interrupt level; on an XT interrupt 5 conflicts with some other hardware. The driver software learns which interrupt is in use during initialization, so no software change is needed.
