alice!alb is right: it will be next to impossible to determine what
should go in net.humor and net.jokes.  zinfadel!steve 's idea is 
good in theory, but not practical.  Perhaps what is needed is to
encourage joke tellers to be more accurate in their subject line, so
readers can determine more easily which articles they want to read.
