Some new groups, "net.misc.a", "net.misc.b", "net.misc.c", could be created as arbitrary sub-groups to provide more structure in grouping discussions that should be in "net.misc". When someone posts an article on a new topic for net.misc, they could choose a sub-group that seems to be least crowded. Of course follow up articles would stay in the same sub-group.
