Yes, it's possible to run 9600 on
voice grade lines for <$1000 dollars.
A friend is working on such a thing
for his master's thesis.  It uses a 
signal-processor microprocessor to
implement an adaptive equalizer -- the
only way to get 9600 on voice lines.
If he gets the thing working, the
parts cost should be <$300
