 I've had that problem with a dog - the vet called the sores he gave himself
"boredom sores". apparantly some dogs just get into the habit of licking,
chewing, and gnawing, and there's not a lot you can do. He was given some 
pills which were of some help. I suggest a checkup. Your vet will probably
give you the pills I was given, and they are more effective for some dogs
than others.
