YES!  Involve your local police ASAP.  This fellow is committing some
serious crimes.  A dog cannot be held legally responsible for its actions,
of course - but the owner can (something which hasn't really been well
stated in the whole dogs-vs-bicycles discussion).  In a legal sense, it's
as if the owner is committing the crimes (assault, ?battery?) with the dogs
acting for him.  I say get this guy in court and make an example out of
him.
