This short article reports on how some hundred poor and elderly convinced the St. Louis Board of Aldermen to amend a bill to allow people to scavenge through trash containers during the day time. "Several People said they survived or supplemented their income by selling cans found in the garbage, and some said they had found usable food and clothing."
