NYT Saturday March 31, 1984 "St. Louis Will Allow Trash-Picking by Day"
UPI release March 29.

This short article reports on how some hundred poor and elderly convinced
the St. Louis Board of Aldermen to amend a bill to allow people to
scavenge through trash containers during the day time.  "Several People
said they survived or supplemented their income by selling cans found in
the garbage, and some said they had found usable food and clothing."

If this is an example of how good the R.R. Safety Net is then I recommend
we replace it this fall.
