The answer is so fundemental that i'm surprised the question was even brought up. Israel is (maybe) developing nuclear weapons in order to preserve and insure the independence of Israel, and the freedom and lives of its citizens, not to mention the very existencs of the country. They will use them only if necessary in order to do the above things. It also prevents war by being a good deterrent. Iraq is (maybe) developing nuclear weapons in order to be able to start and win a war with Israel. To destroy the country, and the freedom and lives of its citizens. It would cause a war to start by giving the Iraqis confidence that they would win. It's a lot like asking why one justifies a policeman disarming a murderer, since the policeman himself is armed!
