Kornbluth; it's the first story in his collection A MILE BEYOND THE MOON, and may have been reprinted elsewhere as well. Note that newspaper technology doesn't appear at all; Flannery is a reporter \\for a wire service//. (A classic example of a writer's professions-to-eat-by getting built into hir fiction; Kornbluth was a writer for a wire service for many years. Elements of this also appear in his novel THE SYNDIC).
