Since sensors couldn't lock onto the Reliant (a massive object) they probably couldn't lock onto anything smaller such as a person or bomb if that person or bomb were in the nebula outside the Enterprise. And you can't use the transporter without locking onto the object. Therefore that idea doesn't work. Now maybe you could've beamed aboard the reliant and used its transporter but was it working?
