Believe it or not, I think the plaque on the Enterprise bridge specifies
San Francisco as the ship's port of registry.  That is where Starfleet
Command's main offices are located (er...WILL BE located).  I have a
photograph of the plaque itself and I'll follow up with a description of
the entire thing.
