When asked whether to return to London to put out the fire that the Doctor started, he (Who) responded by saying that that fire should be left to run its own course. He was, of course, referring to the Great Fire of London, in which the Plague was alleged to have ended. Note that the fire started in a BAKERY on PUDDING LANE (I think). A dead giveaway.
