we have had the same problem on pdp 11/44's running v7 & 2.9BSD
we are about to check out the able DH/DM under VMS ( this weekend )
we are trying to login over a sytek net, modems & a micom port selector
seem to work just fine.

could it be that the DH/DM drops DTR for a short time under some config
changes ( the problem seems to stem from the ioctl in getty which is
trying to set the terminal to the modes that login expects )
