The film moves through the gate in the somewhat-irregular motion described, but it moves continuously past the sound head at the normal rate. The irregularity is only in the times at which the film is advanced to the next frame, not in its overall movement. I don't know if super 8 films run at 24 FPS or not, though. There should be commercial houses that do whatever is necessary to transfer super 8 to video.
