This reminds me of an annectode I heard of a while ago.
At one point when Golda Meier was in power,  rape had become such a big problem
in Israel that some men tried to pass a motion to set up a curfew for women to
protect them against rape.  Golda Meier (sp?) decided that it was a very
reasonnable suggestion except for one detail, since the men were doing the
raping, they should be the ones on whom the curfew should be imposed.
It was defeated.

I don't remember where I heard this.  If this is only a rumor, please correct
me
